Mr. Quarles says in part: "In the face of this challenge, 1958 is a year of promise. Many research projects and plans of previous years are becoming realities . . . Until that happy day when peace can rest on safeguarded agreements between the nations of the world, security must depend on the forces in being and ready for action. Their primary mission is to prevent war.
